Fernando de Artacho y Pérez Blázquez (Sevilla, 1960). Licenciado en Derecho por la Universidad de Sevilla y abogado, realizó los cursos de doctorado en Historia y en Ciencias Políticas. Es Diplomado en Genealogía, Heráldica y Nobiliaria por el Consejo Superior de Investigaciones Científicas.
