En la cubierta de este volumen y en el cartel anunciador de la exposición se ha reproducido el Plan de La Laguna que levantó, en 1855, D. Antonio Pereira Pacheco y Ruiz, cuya armonía, belleza y colorido ha permitido a los diseñadores efectuar un bello juego cromático. No debe pasar inadvertido al curioso lector la frase que el prebendado acompaña al título del plano, Fundada en abril del año de 1497

El presente volumen ha sido organizado en tres partes. En la primera se analiza el surgimiento del federalismo desde fines del siglo XVIII hasta la primera mitad del siglo XIX; la segunda parte examina la consolidaci n del federalismo gracias a las reformas liberales, y en la tercera se ilustran las transformaciones del federalismo por efecto del nacionalismo en lo que va de nuestro siglo.

El nazismo postuló que todos aquellos que no fueran arios no eran humanos y por tanto serían tratados como animales.
